Cordination and communication platform
A communication and coordination platform consisting of representatives of key organisations of the EU-27, Russia, the Ukraine and other Eastern European countries was created to facilitate
- the continuous dialogue on key issues of R&D cooperation policy
- the development of scenarios an concrete ideas for future joint activities between Member States, Associated Candidate States on the one hand and Russia, the Ukraine and other Eastern European countries including participation in FP 7 and implementation of the European Neighbourhood Policy
The communication and coordination platform was inaugurated as Policy Maker Forum during the SCOPE-EAST conference which took place 3-4 December 2007 and complemented the thematic workshops by discussing questions related to the framework conditions of S&T cooperation with Russia and Ukraine. The policy maker forum identified areas for an in-depth discussion which are of particular relevance to enhance the S&T cooperation between Member States, Associated States and Russia and the Ukraine. These areas were in particular
- Common policy objectives (and priorities)
- major elements of a common framework building on each others national instruments and ensuring their consistency and coherence (rules & regulations, funding schemes etc.
- joint instruments for delivering the joint framework
- optimum use of EU-Community instruments to be complemented by Russian and Ukrainian instruments
From the very beginning of the project it was evident that the establishment of the communication and coordination platform has to be closely interlinked to the policy dialogue platforms to be developed in the INCO-NET EECA (Eastern Europe and Central Asia).
