About Scope East
About the Project
The project “Scenarios for a co-ordinated approach to sustainable S/T co-operation with
the Eastern Neighbours of the EU (SCOPE-EAST)” intends to take sustainable steps in view
of an enhanced coordination of the R&D co-operation of interested EU-Member States
and Associated Candidate States with Russia and Eastern Europe. SCOPE-EAST will address
the question of how to achieve optimum coherence between national cooperation strategies
and the EU R&D cooperation strategy and of how cooperation in R&D can contribute to other
policies of the EU such as the European Neighbourhood policy. Target countries
of SCOPE-EAST are in the first step Russia and Ukraine.
Overall objectives
SCOPE-EAST aims in particular at
- Identifying strategic research areas of common interest to EU Member States, Association States and the Eastern Neighbours of the EU.
- Creation of a sustainable communication and co-ordination platform of political stakeholders of EU Member States , Association States and the Eastern Neighbours of the EU dealing with the exchange of information, the discussion and co-ordination of S/T co-operation policies and the preparation of joint actions.
- Facilitating a dialogue on scenarios for a co-ordinated approach to sustainable co-operation with Russia, the Ukraine and the other Eastern European Countries among stakeholders from the science community and policy.
- Develop concrete recommendations for enhancing the S/T co-operation.
Main Outcomes are:
- A conference - divided into several thematic workshops and a policy maker forum.
- A strategy paper will be prepared containing thematic and strategic input for the conception and implementation of future (joint) activities of the Member States, Associated Candidate States, Russia, the Ukraine and other Eastern European Countries and multilateral organisations.

Work packages
The project duration is 18 months, started on January 1st, 2007 and is subdivided into 7 work packages (WP):

WP 1: Identifying strategic research areas
Work package 1 is designed to identify strategic research areas of mutual interest with potential for future cooperation and enhanced coordination between the Member States/Associated Candidate States and Russia and the Ukraine. It addresses in particular the priority for action “Identification of areas with potential for enhanced coordination between and with the Member States, the Associated Candidate States and Third Partner Countries” of the INCO work programme 2006.A multi-dimensional and future-oriented approach will be applied which consists of the following components
- qualitative personal interviews with representatives of key organisations
- bibliometric analysis of research potential in target countries
- quantitative and qualitative analysis of target countries’ participation in FP 6 including cooperation links to EU-27 within FP 6, INTAS, ISTC, STCU
WP 2: Creation of a sustainable communication and co-ordination platform
Building on numerous bilateral activities and on multilateral approaches of the EC, INTAS, ISTC and STCU this work package aims at the creation of a sustainable communication and coordination platform consisting of representatives of interested key organisations (stake holders) of the EU-27, Associated Candidate states, Russia, the Ukraine, other Eastern European countries and of multilateral organisations. We will facilitate
- the continuous dialogue on key issues of R&D cooperation policy
- the development of scenarios an concrete ideas for future joint activities which are coherent with national strategic approaches and the EU S/T and Neighbourhood Policy.
The project consortium together with the Extended Network will represent the nucleus of this platform.
WP 3: Options for an enhanced co-operation in the EU framework programme
The international opening of the European Research Area and the framework programme as its main instrument is a key target of European research policy. We will contribute to this goal by applying a twofold approach: facilitating to the enhanced participation of Russia and the Ukraine in ongoing thematic ERA-NETs on the one hand and in the thematic priorities of the 7th FP on the other hand.
WP 4: Conference on “Scenarios for a coordinated approach to sustainable cooperation with the Eastern neighbours of the EU”
Principal objective of this work package is the organisation of a conference “Scenarios for a coordinated approach to sustainable cooperation with the Eastern neighbours of the EU”. This conference is at the heart of the whole SSA as it provides a unique opportunity for the face-to-face contact between stakeholders from the science community, science administration and science policy from the EU-27, Associated Candidate States, Russia, the Ukraine and other Eastern European countries.
The conference results will offer thematic and strategic input for the conception and implementation of future joint strategic activities in line with national strategies and EC S/T and neighbourhood policy. Contributions to foster the coherence between national and EC strategies are to be expected.
The conference and policy maker forum will accompanied by 4 thematic workshops covering strategic research areas, which have been identified in work package 1.
WP 5: Strategy paper on “Scenarios for a coordinated approach to sustainable cooperation with the Eastern neighbours of the EU”
Based on the results of work package 1 and on the outcome of work package 4 in the context of this work package a brochure will be prepared containing a synthesis of the analyses prepared in WP 1 and recommendations regarding the following topics
- Thematic and strategic input for future approaches to assure transparency and coordination of bilateral activities of the Member States, Associated Candidate States, Russia, the Ukraine and other Eastern European countries
- Contributions to foster the coherence between national cooperation strategies and the EU R&D cooperation policy
- Possible scenarios and instruments to establish cooperation in R&D as a major pillar for the implementation of the European Neighbourhood Policy.
WP 6: Dissemination
Dissemination is a constitutive element of all project activities. All relevant results produced in the work packages 1-5 will be disseminated to stakeholders in science, science policy and science management. The particular objectives of this work package “Dissemination” is to the secure effective and efficient coordination and implementation of all internal and external dissemination activities. Its objectives are in particular
- to promote projects activities and results
- to assure and foster the continuous information flow within the consortium
- to arrange the information flow to the extended network, to representatives of key organisations in the EU-27, Associated Candidate States, Russia, the Ukraine and other Eastern European countries incl. the participants of the “Communication and Coordination Platform” and to other relevant EU-projects
WP 7: Project Management
The project management includes the overall implementation management as well as the financial management.
